Definitions and validation

The UN verifies civilians killed and injured. Injured does not mean everyone who experienced any form of harm. Children are included in the corresponding overall UN figures. Monthly values reconcile with annual and cumulative figures.

Adults: 17,257 − 835 = 16,422 killed; 53,693 − 3,247 = 50,446 injured. Cumulative child counts are 452 + 356 + 27 = 835 killed, and 1,672 + 1,290 + 285 = 3,247 injured: boys, girls and children whose sex is not yet known, on page 4 of the report.

By region

Regional figures are from T4P — Tribunal for Putin.

How T4P verifies records

T4P is a human rights initiative documenting war crimes. Participating organisations collect information from open sources, victims and witnesses, and verify records before entering them into the database. Documentation is organised by region.

T4P · About the initiative and methodology ↗

Published T4P figures. Harm includes injuries and other damage to health. A dash means no separate value is published.

We display the source column counting people rather than incidents. T4P’s regional grouping is preserved; separate values for Kyiv city and Sevastopol are not published in this snapshot. Published T4P statistics, like other available estimates, do not represent the complete actual toll.

Harm and updates

Harmed includes source-reported health harm, including acute stress reaction. It is not added to injuries, rescues or people receiving assistance. Updates replace earlier counts for the same incident.

What these figures cannot show

These figures are a verified minimum. The actual toll is significantly higher. A complete, reliable toll for Mariupol and other occupied areas remains unknown.

Restricted access to occupied areas and the destruction of evidence prevent a complete accounting. Human Rights Watch, Truth Hounds and SITU Research describe the destruction of physical evidence through demolition by Russian authorities in Mariupol. Unknown losses cannot be added as invented precise figures.

Separate datasets, separate totals

UN, T4P and operational reports are independent datasets. They may describe overlapping people and different forms of harm. We do not add, average or reconcile them by choosing the largest number.
